It sucks, but there's an NPC in Lumbrdige, Nastroth, where you could've BLOCKED XP PROGRESS in a skill. I don't know if it would've applied to XP rewards like in your situation, though.
Unfortunately, 4K XP means you've exceeded the below level 10 requirement for a skill reset.
