In graphics settings you can change the interface scaling to make them larger. Be careful not to go under 100% because it quickly becomes invisible.
There are some problems with scaling, which is why nobody uses it.
For me it causes eye strain which takes a little while to recover. Probably because the fonts are so terrible.
Zoomed in close one can see all the letters have a shadow, which naturally causes them to appear blurry. Some folks claim that actually improves the visibility but I say that is nonsense.
Whatever expert decided on that needs to get themselves a telescope and try again.
Otherwise, it seems that is good enough for us players. As far as I know Jagex has never even talked about it.
