Well well, it has been a while since my thread about '(feedback about) General Forums' was posted in Website & Forums. A lot of people jumped on my back because according to their knowledge/opinion I was making a mountain out of a molehill, exaggerating that The RSOF is being mismanaged.
Right now almost any forum in The RSOF is wrecked, damaged beyond repair, and most of the moderators who accused me of me making up something that wasn't there have mostly been gone, vanished into silence.

On a good day, the General Forums receive 2 or 3 threads that do belong there but the rest of the day new threads are misplaced causing more & more damage, spreading like an oil stain over the entire RSOF.

General isn't General anymore, the spirit of The RSOF is pierced by mismanagement and that isn't because of The RSOF having older software. It was a purposely act to damage The RSOF beyond repair so Jagex is forced to get rid of it ... and get rid of The RuneScape Community.

So what now? What is it going to be?

2_Tron, what do you suggest in order to "fix" this "issue" that you are presenting?

As of right now, I still do not see what's wrong with General. Threads will always be misplaced on any sub-forum, no matter what and the reasons have been thoroughly detailed on your previous thread. Here's the current breakdown of the first ten pages of General:

Page 1: One moved thread.
Page 2: One moved thread.
Page 3: One moved thread.
Page 4: No moved threads.
Page 5: Three moved threads.
Page 6: Five moved threads.
Page 7: Two moved threads.
Page 8: Seven moved threads.
Page 9: Four moved threads.
Page 10: Four moved threads.

Each page holds twenty threads so that's 10 x 20 = 200 threads in total. You have to deduct the three sticky-threads on the first page as these do not count so 200 - 3 = 197. Within the first ten pages of General, as of this post, there were 28 moved threads. That is, 28/197 = 14.2% of threads created were moved out of General due to the fact that they were misplaced. Again, this is not an alarming number and I think it falls within the normal range of threads that are moved out of any sub-forum.

Out of the 28 misplaced threads within the first 10 pages of General,
only one person has a considerably high post count
and the OP even mentioned on their title that they were unsure where to post the thread. Here's that specific thread: not sure where to post this (moved) . Of course, I do agree that including that message in the title does not make it right, but at least, the OP is admitting that they are posting the thread in the incorrect sub-forum and that they are most likely looking for guidance on where to post it next.

Every other OP for the remaining 27 misplaced threads has a very low post count, which implies that they are relatively new players. They are probably not educated enough on where to post, and, as previously mentioned, they see General as the to-go place.

Since veterans are not creating misplaced threads in General, what do you suggest in order to try to eliminate this issue that is pestering you so much? Considering that most threads are created by accounts whose post count is extremely low, what is there to do to educate these "new" players on forum decorum? Do you have any suggestions on how Jagex or the community may be able to assist these players into the correct direction? What can Jagex or the community do in order to extinguish misplaced threads in General that are created by new players?

I think that a thread discussing what changes to the forum could reflect positively on making it a better, more community-focused place, and how we can improve things is a great idea for a thread.

However, this thread is making false statements like most of the RSOF is "wrecked" or damaged beyond repair, which I don't see any evidence of, and also implying that somehow the moderation team or Jagex (or both?) is conspiring to purposefully destroy the forums, which is also false, and a bit confusing?

Feel free to make a thread that outlines some proposed changes, or helpful improvements, but I don't think that a negative thread like this that's making a bunch of dubious accusations is an appropriate thread for the forums.
