Nope. I'm second oldest by a few hours less.

Someone on the team beat me on the same day by a few hours.
As for the first F-Mod I'm not 100% sure. I know a few were all ready added when I got here as the forums had been up and running for a year or so after they came back from a 1 year break. Came back around 2003.
I would list a few names but not sure if they still play or would appreaciate their names being posted. So sorry I can't. I'll think about it though.
Also life back then was so different to todays Forums. You could not even say Google or Microsoft without getting a mute. Yes muted for that. Today you can say any safe site.
The rules were very firm and I mean firm. I still have them saved out. I read them not too long ago and was shocked at how firm the rules were. Now it's much better much more enjoyable not only for the Community but for the F-Mods as a whole as things get posted and people have more fun including F-Mods.
I remember a post back in the classic forums where one mentioned something about it, but cant remember entirely what was said. I do know a couple old ones that aren't around anymore, but dunno if they were there or not.
I do know though, that the 'Moderator' account did moderate the forums also...as seen here from an old forum page on the web archive.
But those don't count ofc cause they were later removed (and had no regular volunteer player mods), and the
new forums released on 11 Nov 2003
. Sadly they required you to be logged in, so there's no archives to dig through to help narrow down things until the current system was released on 10 April 2006.
And ye, the old forum rules were really long. Jagex recently got the web.archive re-opened, so they can now be preserved, so here's a snippet from April 2006 of the rules then:

Looks right... looks left... checks my border again... yep I don't care. No longer my circus, not my problem. As to whom is older than tuffty they're still on the team. As to who #1 is they certainly aren't. Tuffty and their marginally older fmod are currently the eldest of the active team. They were jokingly called grandma and grandpa by me on more than one occasion.
