Change the forum activity limit from 5 threads per 15 minutes to 1 thread per 3 minutes.
This will resolve the issue with accidental (as well as intentional) duplicate thread creation, while still allowing the same number of thread creations per quarter hour. I'm better than you, but that doesn't mean you're not great!
