Tried accessing Rune Scape mailbox and was redirected to an error code 15 access denied.

Someone tried to message me in game telling me they've been trying to contact me via messages to make me moderator. Probably a phishing attempt but no way to know as I can't access my inbox.

Yes you are correct - it is a phishing attempt. You will only be contacted through your game message centre. See below Support Centre pages for clarification
