All formalities and confirmations aside, it was a cool little forum that was a bit underutilized - possibly due to the nature of needing to be "in the know" enough about the forums to realize access had to be requested, and wasn't automatically unlocked upon purchase of the packages. I wonder how many premier members came to the forums and never knew it existed because their access had not been requested?

Probably quite a few, sadly. Whilst those who were forum savvy could navigate to the thread to request access, I should imagine a lot simply couldn't find it, or didn't know that they had to request access.

From memory, a few people posted on the wrong thread(s) in a similar situation to the CML codes. Indeed, I felt that the thread was never really signposted in an adequate way. Older news posts were a particular place where players regularly posted for access, and I know a few of us pointed them in the correct direction. Coupled with that, I can imagine some were put off by the time it took to gain access once access was requested: several players had to wait a fair while to be granted the permissions. This wasn't limited to the Premier forum, as FMR & HLF were also impacted, though thankfully they've returned to normality now.

In a way, it's a shame, as the forum had a nice little community, with semi-regular posts and communication from Jagex.

In no way did it receive regular posting as it was more often than not, always dead maybe except for the counting sticky.

Besides that, hardly anyone ever posted more than once a week or so at best.

Wasn't access automatically granted to the 2019 forum? If activity levels continued dropping, then that's pretty strong evidence that there was little enthusiasm for the benefit.

Personally, I did enjoy the FAQ's with different departments at Jagex. I guess like so much else, that has shifted to other platforms nowadays (Twitch etc).
