You can only enter the Guild if you're Maxed right?

So are the Bankers and staff of the Guild Maxed?

How does one get hired into the Max Guild Banker position? Why would a Maxed character want this position? Seems degrading.

Is it some sort of "Dues" situation where all members of the Guild are required to be the Banker for one week out of the year? If so, when is it my turn? I think I have a vacation planned that week.
