If you click on the lock in the preset screen it will bring up a menu for you to buy them. If you want the permanent slots, you have to use runecoins - don't buy from that menu though, instead redeem 3 bonds, because the runecoin value for bonds wasn't updated a while back and you'll end up scamming yourself if you don't redeem bonds.
I think the price is 480 runecoins which they say is 3 bonds, but in reality bonds give 195 runecoins
so you can get 585 coins (an extra 105 (~half a bond) to spend later
)
