Anyone who did the recent email survey from a few weeks back saw that Jagex is interested in selling in-game advertisements, promos, sponsors, and other various ways of making money.
To me that is the worst idea ever. One of their examples was monster energy drinks, suggesting we might be able to make the item in-game. Or Pizza Hut pizzas or whatever the hell.
I am willing to negotiate though. Players also want some things. World events, darkscape style variations, and generally worlds with people on them that don't have monstrous laggs.
So my suggestion is to sell, beg, or gather donations from the sponsors to temporarily host special game worlds. These worlds can have lag- causing extras to be disabled. Jagex can then hire whoever programs their new graphics to design unique graphics for the sponsor.
From there, they can do some minimal tweaking to make various events. It doesn't have to be perfect because it is not part of the actual game.
While the players participate they would earn points that can then be redeemed in the main game for souvenirs, XP, stars, or whatever bait they think is appropriate.
This would free up the devs from restrictions of making permanent content for the game, satisfy their need to expand with partners for money, give the players some things Jagex currently refuses to provide, and hopefully generate some interest and attention for the game.
It would also give them the opportunity to experiment, flat-out copy what other games are doing, have competitions, tournaments, and anything else you can imagine. Best yet, if it sucks everyone will blame Pepsi and tell them to do better next time.
Everything I mentioned can be done and has been done. So it's not a huge deal.
