There's occasionally going to be players who don't realize the 'street price' of items like this who will sell them for market value on the Grand Exchange.
But you have to realize how the Grand Exchange completes offers:
If an item is put up for sale, the system checks to see, 'is anybody currently buying this item at the listed price or higher?' the highest priced buy offer, or the oldest tied for highest, will make the purchase instantly.
So if you went to sell a blue party hat, regardless if you said 'I want to sell it for 100m', or for max cash, in both cases it would instantly sell at max cash, because there are many people who have a buy offer waiting at that price. The oldest one will be completed.
However if on the other hand there is low demand for an item, the opposite procedure occurs. If you go to make a buy offer for an item in high supply like let's say most Beach party tokens, there will be many competing low sell offers. The lowest or oldest tied for lowest will be sold to you immediately.
In your case with the assassin walk, it's likely going to go just like the blue phat example. There are almost certainly several players currently with buy offers waiting to purchase an assassin walk for max cash. The oldest one will be the first offer to complete. However it's most likely that anyone who has an assassin walk token at this point realizes it's worth a lot and won't sell it on the Grand Exchange since they know they can get more for it on the street.
How do people sell things for over max cash? Two main ways: spirit shards or 'trading up'. For instance a red Halloween mask is worth less than a red party hat, so someone might offer their red hween plus max cash in exchange for a red phat. (just an example, not a real trade that would happen) Spirit shards on the other hand are used as an alternate currency. You can buy them for 25gp from the pet shop or summoning shop in Taverly, and you can sell them to any NPC general store for the same 25gp.
