Does anybody know why I am not getting any bonus xp with a demonic skull in the wilderness courses anymore?

You must have the demonic skull equip before entering the Wilderness. If you remove it while in the Wilderness, or put it on while in the Wilderness, the bonuses will not apply.

If it has changed from the above (which I doubt as there were no patch notes stating it), then you might have better luck asking people in the RuneScape Guides and Help or PvP forums.
