OOC Behavior, IC Consequences?

What kind of OOC behavior warrants IC consequences, such as refusal for character(s) to be acknowledged? Some people seem to prefer evaluating others by just the ability to follow the rules of roleplay, others prefer to look at OOC behavior such as whether the person enjoys trolling.

Presuppositions:
-IC and OOC are kept separate to help IC flow, and reflect the characters the roleplayers write instead of just the roleplayers themselves.
-Being nice OOC helps players accept the IC flow, especially if being nice OOC while having an antagonistic IC role.
-Breaking rules of roleplay is an accepted case of OOC intervention into IC, to adjust for improper behavior. (ie, voiding something illegitimate IC, an OOC action that has an impact on IC.)

So OOC behavior with IC consequences isn't impossible, but to what does 42 think of it?
I support abortions starting at the 4th trimester and beyond.

Obviously, it is an understandable thing, sometime one role-player's action out of character usually tends to cause bad blood towards other because of their behavior. Usually it tends to happen (as I saw) due to cooperation out of character. Sometime one role-player tends to over react out of character, or act real unfriendly towards other. Sometime it's even a situation where one role-player tends to be overly competitive, or forceful into seeing one's canon to another.

What I said was experience. Some happens years ago. One happened two days ago towards my clan member. Now, I encourage everyone to freely role-play how they want, and who they want. But this is where the question comes in, " OOC behavior with IC consequences?" I believe that voiding a role-player's action completely in a role-play that a person host is understandable. In most cases I advise ignoring said role-player if they are being very unfriendly. But I do not agree in black listing them or completely denying them of joining any other role-play if it is meant for the entire community to join. Yes, I do think rules and limits are needed in said public role-plays to ensure it goes smoothly both in character and out of character. And if there are any offenders, should everyone participating agrees, can be ignored throughout the entire role-play.

So, I understand and pretty much am okay in putting a line of behavior limit, but putting a ban hammer on said person (or people) forever is something I don't agree with. Yes I know behaviors don't change and I know it tends to happen a lot. But this is where the option comes in on where we inform the role-player that they can either respectfully follow the rules and be cooperative, or they can leave. Sometime they will get mad and try to start an argument or act like children. But the point is not to fuel the flames. Eventually, they will see they were in the wrong and either move on and apologies, (be the bigger person there) Or they will hold a grudge.

Over all. My point is, it is understandable but it shouldn't be taken to much into the extreme. But everyone has their own opinion on it. I am not saying "give them a pass." No. I am saying give them the option to cooperate. If they don't, they are voided from the role-play but are free to join another. If they wish to behave the same, that's on them and new role-players, and the more common sense people will see them on the wrong, and see the on the right. So long as the host doesn't fuel the said role-player(s) then one side will look good.

So that's my opinion on the matter.
