Seeing as this is about a RuneScape copy cat I've gone and locked it.
Unless Jagex gave the guy permission to use or copy their content I would assume it's breaking some sort of Copyright Law and thus can't be discussed here. After all He is charging $1 to play the game.
It might also be seen as a Private Server.
