I had a little ankle biter I got when she had just been weened. She had just started eating solid food. The only puppy food I could find in the grocery store was nuggets covered in powder milk. She ate it begrudgingly, but it wasn't long before she quit eating that. I tried adult dog food, but she refused that as well.
I took her to the Vet, he did a wellness check and drew some blood. She was as healthy as she could possibly be. He gave me some free samples of different brands of dog food including some specialized dog food. She ate a few bites, but eventually refused them all.
One day I was in the store looking over the dog food and thought, "OK, you won't eat like a dog, then you'll eat like a cat." That was the only option I had left. I put some in her bowl and she tore into that like she was eating the finest steak.
I had to take her back for a follow up appointment. I told the Vet what I discovered. He said that's fine, as long as she is eating something. However, cat food doesn't have the vitamins and minerals a dog needs so she had to have daily supplements. That's what she ate until the day she passed.
I still had some dog food samples left and tried them again, but she still refused it.

Cats will usually turn their nose up at dog food unless they are really hungry. Cats are quite fussy creatures. In my experience cats wont eat cat food if its been sitting around for very long.
