Unfortunately this isn't the place to get hold of a JMod ...and account recoveries aren't done here on the forums.
If the account was banned after being stolen from you, you should try the Account Recovery process:
1. Head to Account recovery.

2. Enter your login and press 'Recover' (if your account was created after 2010 this will be an email address)
3. Follow the prompts and check your email inbox for a password reset email. Press 'contact Jagex support' if you don't have access to your email.
There's nothing else that can be done here on the forums.
Sorry, I know that's not what you wanted to hear but that's how it works.
I wish you good luck with the recovery.
