I think RuneScape more simplified and more to lean on success has to be put in a place where there's only 5 worlds to choose from holding 200 thousand to 900 thousand players if not more but expanding some bit on more free areas and populating the land with more monsters and npcs to thieve on. I think also expanding on resources and things to do like more furnaces and smelting, more fishing spots and free to play skills more expanding on areas on a variety on what to do from gathering resources to killing monsters and doing activities in skills like smelting/ more furnaces.

Lumbridge - Free-to-Play World
Burthrope - Free-to-Play World
Varrock - Membership-to-Play World
Falador - Membership-to-Play World
EdgeVille - Player-versus-Player World (Every Area in Unsafe Except the main Cities in banks.) <Membership-to-Play>
The free-to-play skills that are free plus making construction free and herblore free would be good because there are regular potions people can use on pvp and NpCs could drop herbs even though farming is members only causing them to make free to play potions. I think it would attract players with free contruction because it would promote having your own home to build and herblore your own potions to make which enhances gameplay.
Regular potions are makeable making super potions pay-to-play membership only and there should be special attack potions that causes and delay for 1 min to drink restoring half your special attack and can be made and there should be super special attack potions for members which is members only.
Rune weapons and armor which is limited to free-to-play should have a special attack on weapons for a taste of membership. Which is the highest armor which goes with the title RuneScape and would aid a magic short bow and why not implement and create more magic free-to-play armor and weapons and ranged gear to go with the equipment of the tri-angle for PvM and PvP.
