Currently, you can either lock your UI or unlock your UI, with one additional UI setting to prevent hotkeys from closing bound frames. My suggestion would be to allow us to specify which frames are included in both of these settings to allow a more freeform experience.

Example, I want to press a hotkey to switch to my prayer window but NEVER close it. At the same time, I want to be able to press the hotkeys for my backpack, friends chat, or quests to toggle them, as I don't want them to be persistent.

Same with locked frames, I want to move my bank frame around when I'm playing, but do NOT want to move my minimap on a misclick.
