You would have the ability to graft saplings into already existing trees and they would grow into that type of tree. Maybe they would grow at a faster rate than planting tree patches, but give less experience. This would be particularly useful for fruit trees, as you'd have greater yields of that type of fruit due to there being multiple trees with that type of fruit. Maybe there would be pre-existing fruit trees, which I don't believe we have in the game yet, that are the trees you would graft saplings into to become that type of tree.

IRL tree grafting isn't very ... productive ... in Runescape given the relatively quick growth times we have in game (depending on how you feel about 8-16 hrs to grow something)

IRL grafting, you also typically have to use 2 trees that are "close" to each other. ie: a maple on a maple, a ciku on a ciku, a yew on a yew.

And given the coding, you're not going to have an instance of a Fruit Tree being grown on wood trees (both are different plant types and wood trees grow faster than fruit)

Quick note that we already have means of accelerating ANY plant growth with the various Supreme Growth Potions that you can buy for beans from Player Owned Farm.

The Arc Berry planter on Tuai Leit uses a less ... random ... way to create various berry bushes. You can look it up on the wiki for details.
But you plant to 2 berry seeds, and certain combinations can allow you to get a certain type of new berry seed.
Though this is cross pollination ... not grafting.

Now we do perform a bit of tree grafting in Garden of Tranquility moving a bit of the dying last White Tree to the Varrock Garden.

This might work better as a focused skilling type mechanic/activity in a new area where the NPC is needing help because the area they are trying to grow the trees in isn't ideal or some other reason and so they need another skilled Farmer to help them out.
The player then does [insert mechanic] to ofc perform the grafting ... fast forward a few minutes (in game equivalent for any other Farmed item growing) and the scion merges with the stock and the NPC now has a bunch of trees.
Everything resets and you can repeat the process.

If you're wanting to get into a cross pollination type activity, you might want to try to establish to establish certain combinations and then what it is you're going to have those combinations do/achieve.

For example:
avocado + ciku (bush plus fruit tree) produces a gives double or triple the primal extract but at half the harvested farming XP compared to either of the parents
golden dragonfruit + carambola gives a very high healing fruit that doesn't turn into primal extract or award any farming XP while a guarana + golden dragonfruit provides extra farming XP but a virutally useless fruit

Alternatively, the new produce combinations could take the place of a skilling boost that doesn't already exist in the game or be higher than what the Arc Berries provide but less than a normal skilling potion

I could see this (or this type of suggestion) being used to make the wilderness more active. I don't know if anyone has noticed, but there seems to be a bunch of tree stumps in the wild that are a different shade to the rest. Imagine: we can graft different trees to these stumps, and they have level requirements relative to their wilderness level. Ie: oaks at level 15, yews at 60, etc. Only available when PVP is enabled, the benefit would be increased gather rate but with an obvious increased risk, having to run that heavy inventory of logs back to safety.
