IRL tree grafting isn't very ... productive ... in Runescape given the relatively quick growth times we have in game (depending on how you feel about 8-16 hrs to grow something)
IRL grafting, you also typically have to use 2 trees that are "close" to each other. ie: a maple on a maple, a ciku on a ciku, a yew on a yew.
And given the coding, you're not going to have an instance of a Fruit Tree being grown on wood trees (both are different plant types and wood trees grow faster than fruit)
Quick note that we already have means of accelerating ANY plant growth with the various Supreme Growth Potions that you can buy for beans from Player Owned Farm.
The Arc Berry planter on Tuai Leit uses a less ... random ... way to create various berry bushes. You can look it up on the wiki for details.
But you plant to 2 berry seeds, and certain combinations can allow you to get a certain type of new berry seed.
Though this is cross pollination ... not grafting.
Now we do perform a bit of tree grafting in Garden of Tranquility moving a bit of the dying last White Tree to the Varrock Garden.
This might work better as a focused skilling type mechanic/activity in a new area where the NPC is needing help because the area they are trying to grow the trees in isn't ideal or some other reason and so they need another skilled Farmer to help them out.
The player then does [insert mechanic] to ofc perform the grafting ... fast forward a few minutes (in game equivalent for any other Farmed item growing) and the scion merges with the stock and the NPC now has a bunch of trees.
Everything resets and you can repeat the process.
