Tl;dr - new building located slightly west of fort lodestone that has functions for: lectern, telescope, bookshelf, Dhamorac statue, rune shop, aquarium and prawn broker
Building is a single Tier ... 75 to 80. (Fort add ons are strarting to get up there. For the sake of design simplicity, the building will be "tier 3, the moment it is added. For thematic purposes, building will require magic planks, standard stone, AND several magic stones to build.
While it will be physically outside the Fort, due to "magic", it will still get the buffs of the fort.
Suggested NPC is a semi retired archmage with a career focus on enchanting and teleportation tablets (hobbyist on astronomy and fish, Dhamorac fan). The archmage offers their services for ... Reasons ... For free. (They want an area to work with limited risk of collateral damage, every court needs a mage advisor, they offer to give you a cut if any of their experiments prove profitable.)
Their only real contribution to magic was figuring out how to make an omni lectern that allows you to make all tablets at 1 interface. Naturally. You get to use it too.
The building will have the features of the PoH study and aquarium. The mage will explain it as they too enjoy fish and won't mind caring for your fish and theirs (poh magic portal explanation for 2 aquarium there). They have their own library they add, but would love to reference what you've come across.
