So, I always found the concept of the slayer helm cool, but it would be awesome if there was an armor set to go with it. It’d be a slayer reward, purchasable from slayer masters, and also upgradeable through slayer rewards, similar to the slayer helm

Perks: built-in witchwood icon, insulated boots and slayer gloves; increased defence vs. slayer monsters and slayer task targets with full set equipped; slayer helm acts as the helmet in the set; hybrid armor, works with all attack types; recolorable; multiple appearances to choose from

Issue is that Slayer Armor would be inferior to normal PvM armor off task.
Plus you have the Trimmed Masterwork Armor Sets that have a slayer effect (don't degrade on task). And you have the Slayer Helm Stand in Anachronia.
The Witchwood Icon, Insulated Boots and Slayer Gloves could just become passive effects. Remember that the creatures (Cave Horrors, Fever Spiders, and Killerwatts) are relatively low level and you stop seeing them as slayer tasks when you start using Slayer Masters like Sumona to Kuradal.

The idea for a slayer shield is a different problem.
Dragonfire shield versions already protect against both dragonbreath and skeletal wyvern breath.
The slayer masks for the cockatrice and basilisk already have built in protection there as well from the effects so you don't even need a shield. The Sunglasses item also does the same effect just without any stat boosts.
So unless the shield tiered up as you went, you probably wouldn't get much use out of it. Plus, shields aren't very meta in the game outside of bossing.

A set would also not get much use if you can't augment it.

i see nothing wrong with a slayer set being inferior off task, thats the whole point of the armor. its only for slayer task, just like we have skilling outfits that are only for skilling.

masterwork can still have its effect for those that dont have the slayer set or even changed to make melee have an even better tank armor to compete with cryptbloom.

i like the idea of passives but the armor set already kinda does that with them being built in.

as for the slayer helmet stand thats probably the only thing that would be conflicting. maybe give it a different buff/effect and make the character have another version upgradable further. you talk about the slayer masks and helms, so maybe allow the new helmet to be able to consume up to 3 of those to bolster its effects.

i also dont see a reason why we couldnt augment the set just as anima core of sliske is hybrid and augmentable. instead of a shield give the set a defender that has added benefits to using on high lvl slayer creatures.

anyways thats my thoughts on the post above. in my opinion as we keep getting higher and higher slayer monsters like abby lords. it would be really cool to see a slayer outfit that can match the potential of normal sets just not in armor or str buffs but rather in effects and other buffs/immunities.
