That's pretty circumstantial evidence tbh. He may have bought some bonds and sold those on the GE, or traded the GP across from another of his accounts (which is allowed).
If you have definite evidence of RWT which you cannot report in game (e.g. he said so on the Twitch stream), then you can email the information to and they will investigate. Please note that email is for reporting only. You won't get an individual reply. Glad to be of service
