First of all, This is the "Compliements" Forum, not the "Complaints" Forum.

Second, The Forums may not be used to report or accusing other players by name. Jagex needs evidence to be able to take action, and it is not possible to present that evidence on the Forums. That is what the in-game reports are for.

How to report a player

If you were unable to submit an in-game report at the time, or the evidence is from another source or site. then you can use the

email address to advice Jagex of the evidence you have.
