Um, I'm also unlocking safe cracking. There are two people near the entrance. I'm pretty sure I got the loot bag from one of them. However, I completed the thief guild stuff years ago. So, I don't remember what all I completed.
Try completing everything, talk to the first 2 people there (when you enter), and also talk to the store. That should, hopefully, work, eventually. Good luck. I cannot for the life of me manage to catch Covid. Perhaps it's because I didn't get vaxxed? The travails of those lacking immunity.
