First of all i think this is a good solution for the inflation problem. Furthermore, increasing the max cash amount that can be traded will combat price manipulation, notably of rares. I want this to be done right tho. While 1% as a tax may not sound as much, say you wanted to sell a yellow p hat for 55b, would lose 550m as a tax. That's quite a bit of money. My point is that this would discourage many players selling rares though the GE. This would not help in controlling their manipulation if most trades are still done player to player.
My suggestion is that there needs to be a cap on how much someone is taxed in the GE when selling an item. I think a good number would be 10m, maybe 50m anymore maybe pushing it. This way most ppl will feel comfortable in selling rares through the GE without fear of losing much money. Rares need to be traded through the GE otherwise their price will not be affected much or at all.
Additionally, i think it would be beneficial if the latest 5 transactions of every item sold in the GE could be seen by players. Or ar the very least tradable rares, clue dyes, 3rd age gear, 2nd age gear, hero items, and t90 - t95 weapons and armor.
