So, we know the next boss fight is the big ole freshly resurrected dragon of OSRS fame that was last seen pointed in the direction of Fort Forinthry.

Lorewise, from both the quest, and the official announcement of the boss encounter, Zemouregal and his undead army (of which Vorkath probably stands as the most fearsome among whatever army that is) is trying to destroy Varrock - a land he once had tried to conquer - and Fort Forinthry is apparently in the way of reaching the capital of Misthalin.

We also know that there are difficulty settings - Story (which is probably an indicator that getting a KC will fulfill the requirements of an as-of-yet-to-be-announced mini-quest that provides closure to the Fort Forinthry storyline, similar to Zamorak.), Normal, and Hard Mode.

Those difficulty settings are -traditionally- used for Elite Dungeons, and there's not a zero-percent-chance that the random cave opening in the Grove may be involved with some ED-like event, but outside of that - I don't know that this encounter is really an Elite Dungeon. It certainly could be, but the Fort being the specific location of this encounter means that there isn't a whole lot of map that needs to be created for this fight. All you would need is to instance the Fort.

Perhaps, this is instead a wave-based challenge, and the Ungael combat challenge we just got alongside the last quest in the Fort storyline could be an area where the concept is tested.

My suggestion, is that Fort Forinthry is sieged in a handful of waves (maybe comparable to Zuk in wave-count, nothing like Fight Caves.

Breaking it down by difficulty

STORY:

> no rare loot, possibly commons (a la Zamorak)

> trash mobs are swiftly disposed of, and Vorkath and Zemouregal deal significantly reduced damage.


NORMAL:

> Most if not All rares are available in this difficulty.

> trash mobs are now offering an expected level of resistance, and Vorki/Zemo are dealing normal damage to the player.

HARD:

> All rares are available, probably at improved rates - Vorkath's pet probably has an alternate color scheme here.

> trash mobs' resistance is noticeably stiffer

> there may be additional monsters

> Vorkath and Zemouregal hit harder, and may have additional mechanics that are going to utilize the finer details of efficient PVM.

> BONUS: Since the fight takes place at Fort Forinthry, all modes may have a "Fort Damage" mechanic. In Hard Mode for sure (possibly even in normal mode) allowing Fort Forinthry to fall, even if you still live, could be considered a failed attempt at the boss encounter.

the skinny:

I believe the Vorkath encounter is a small wave based encounter inside of Fort Forinthry that builds off of what we got from the Ungael combat encounter in Ancient Awakening. It's possible that outside of directly engaging Vorkath and Zemouregal, there will be other undead to contend with, and perhaps we are offered a little help from our friends - Bill and his crossbow turret, Aster, and of course, the Raptor. (and I guess, anyone else who wants to group with me - remember - I'M still the Duchess and Fort Forinthry is MY duchy. :) )

We already know Vorkath in RS3 has far more content than Vorkath in OSRS. We have story, normal and hard mode but the OSRS Vorkath is just another prayer flicking mob out of hundreds others.

Vorkath in RS3 is more like Zuk or ED in RS3. We probably have to run through a lot of mobs/bosses/minbosses to get to it.

Like Zuk, in RS3 Vorkath just shares the same name of the OSRS NPC, but everything else, combat included will be 100% different.

In OSRS, Vorkath can be killed praying ranged and playing ranged and just walking back and forth in the same 4 L-shaped tiles easily. Very low levels bots can do that, but hardly doubtful it will be the same case in RS3.
