Very likely they won't ever try to, why would they when it means people member 2 accounts? Not saying its a bad practice, paying membership twice to play two games seems fair to me. You'll get it when you deserve it.

Is it possible for Jagex to implement? Of course, with enough effort.

There's no incentive for Jagex to do so, however. Currently to play on both, you need two accounts. If you wish to play members on both, you need membership on two accounts.

Why would Jagex wish to lower their member count? They'd lose money implementing this, and lose time reworking the code for both games just to be able to support it.
