Don't get too excited, it's only a game jam project and most do not get into the live game. He will present his idea to the bosses, and they will ask ''how do we make money with it'' and he will reply no it's for the players to enjoy and have fun and in the scrap pile it will go.
Either that or the new scrolls will only be available on TH. Lamps and stars have 4 tiers, don't they?

I don't recall RS3 ever had any MTX Game Jam projects. MTX content is being handled by the Live Op team Jmods and I don't think they go to Game Jam anyway.
RS3 players are also blessed with no questions regarding more buyable content with real money in the RS3 Annual Survey last month thankfully.
We actually had a Game Jam 2019 presentation on new clue scrolls which isn't released yet:

The new clue scrolls presented in the 2023 December RS3 Game Jam don't seem to be golden/silver. They can be different than the ones presented in RS3 Game Jam 2019, but as we can see there is nothing MTX in the RS3 Game Jam presentations and Clue Scrolls. Perhaps Jagex will save this MTX clue scrolls idea for their other games after polling there, but there is not even remotely any such signs on the RS3 side.

Silver clues are elite clues with 7 roll slots instead of 4-6
Also upgrade mechanic, but way less rare than golden clues
Does not guarantee a rare, but increases the chance of a rare due to the extra roll slot"
