This is the closest thing to pay to win we've ever seen implemented by Jagex, and here's why.
For people wondering why everyone is upset with the new "fresh start" game mode.
1. You have to create an entirely new account.
2. You have to purchase a new membership for this account (I heard it's also more for this membership than the main game, but I haven't confirmed that.)
3. The XP rates will be boosted 3x up to 4x in this "game mode".
4 Unique drops increased 20%.
5. Treasure hunter will be added to this game mode.
6. Boons will be added
7. Suspect many bot accounts added to this "game mode", inflating the account numbers for RuneScape. This will most likely ruin any attempt actual players give forth to actually competing for the reward items.
8. At the end of it, all accounts will be transfered (with the XP and items) to the main game. The new items rewarded based off high score positions will be only items allowed to be traded once while all unique drops and items gathered in game will be brought into the game, potentially putting the economy in a worse spot than it currently is.
Note: Expect high scores to be devastated and your personal grinds to be put down as these new accounts, who were boosted with 3 and 4x XP for months, to be added to the current game.
Conclusion: A lot of people see this as a sale of XP and items at boosted rates. The devastation (even further than it is right now) of all the hours they put into this game because their position in the high scores will be competed against by the closest method of "pay to win" than we've ever seen in RuneScape before.
Lastly, a lot of the items you farm, harvest or obtain for gold making methods will likely become more profitable while this event is going on, then drop to record lows when this event is over. A consequence a lot of players don't welcome.
