Based on what the RS3 Necromancy livestream, we are likely going to have Neromancy themed hero items, but they are likelier to come with stories than just something like a Tavia Fishing Rod. They will be more like Orlando Smith's hat because there is substantial in game lore with Orlando, but not Tavia.
We really don't need to "resurrect crops" in RS3 as they will never die. They can only get diseased but with monolith power we can choose, they don't even get diseased. OSRS is severely outdated with their crops, like at least 10 years outdated and are just hoping to be resurrected.
A lot of questions are pretty much answered in the livestream. Some of them are already designed and implemented, and we will see them in the big package with 7 quests, 2 new bosses, all kinds of new necromancy items and new foundations unlocked with lore based content similar to Fort Forinthry. The other things will be up to the feedbacks of the community a little later. Foundations are set in stones, but the community helps to shape the everchanging RS3 landscapes for the next 20 yeas with tools built with choices, flexibility and extensibility in mind.
