For a good chunk of 2020, Mod Stu and few other devs talked about raising the remaining F2P Level Capped skills to Level 20, much like they did for Archaeology on launch.
Archaeology didn't exactly do quite so much to tease the usefullness of the skill to F2P, but it was still more than what you'd get in the time you spend doing 5 laps of Burth's agility course or a pair of Slayer Tasks for Turael.

So what could F2P expect if/when the existing skills are raised to Level 20?
Probably less than you think in some skills.


Thieving

Newest content up to Level 20:
Thieving from Farmers
This is basically it for F2P as there isn't a whole lot to steal between 5 and 20 in the first place, and most of the rest of the content would only be found in P2P areas.



Agility

Newest content up to Level 20:
Ability to jump the fence jump south of Varrock near Rat Burgiss
Now there are 2 grappling shortcuts ... however
- grapples are not F2P
- 1 is negated because of the bridge that was built over the river between Al Kharid and Lumbridge (better to just remove the shortcut from game)
- the other is negated because of the Falador Lodestone
The GE shortcut requires Level 21 Agility. Wouldn't be the first time Devs changed a lvl requirement for something (only 1 level). But devs could also simply not do anything in terms of making content accessible to F2P and just raise the level cap.

Slayer

New content up to Level 20:
Cave Bugs
Cave Crawlers
Cave Slimes
Banshees and Earmuffs
Rockslugs and Salt
To be honest, I could expect Cave Bugs to become attackable on F2P as they are already in the cave with the Gelationous Abominations. But I would not anticipate the others as the locations are outside of the F2P area.
It is also unlike that Vannaka would be made F2P as his Slayer Tasks include many creatures not found in F2P.


Herblore

New content up to Level 20:
Strength Potions
Defence Potions
It is true that Antipoison can be done at this level, but there is nothing poisonous on F2P and thus wouldn't be useful (unless Cave Crawlers and Slimes were F2P as well). Tarromin can be found as a drop from creatures on F2P.

Guam
Redberry Bushes
Rosemary
Tomatoes
Jute

Oak Trees
Yanillian hops
Tarromin
Sweetcorn

Arguably one of the largest bits of content F2P could get for cooking and herblore. But also somewhat limited as it is unlikely the hops or marrentill would be made accessible to F2P and Jute has limited limited use.

Construction

Quite a bit actually for the Parlor, Kitchen, and Garden.
Addition of low level workshop
Addition of Dining Room
Addition of Bedroom
In terms of utility, would be "interesting" for F2P, but probably was question of how far devs might go for it as F2P would be able to do more cooking in their own space and make flatpacks and spread out the PoH a little. But it would still be somewhat capped in what the Poh could truly do.


Hunter

Nothing
Currently, no new content would really be accessible to F2P as most of the content currently found on the F2P map exceeds the proposed level cap.
Though it might not be necessary to do much as F2P does have access to 1 of the Divine Hunter Locations.


Summoning

New content:
Spirit Spiders
Granite Crabs
This runs into the issue of again, not much being F2P accessible in terms of Charms (Green) or the secondaries not on F2P (Bucket of Sand for Desert Wyrms, Proboscis for Mosquitos) though Buckets of sand could be rectified. You also run into the risk of bots killing the value of Red Spider Eggs by spamming the Spirit Spider scroll.

Here, 2 of the wisps are already found on the F2P map, Varrock and Falador.
The Divine locations and required materials are all existing items for F2P.
So there isn't much in the way of game breaking content.

Quests:

Part of the issue with quests is that they often require items and area access that are not available to F2P.
To accommodate F2P, quite a bit of additional coding would need to be done to lower levels (such as when devs made Perils of Ice Mountain lower leveled).

That said, some quests could become F2P accessible with the Level cap raised to 20 AND the quests are already entirely in the F2P area.


All Fired Up, Impressing the Locals, Recruitment Drive, What Lies Below, Abyssal Miniquest (technically already F2P accessible)
Buyers and Cellars


Way more coding required
The Lost Tribe to add light source and caves under Lumbridge
The Dig Site to lower thieving requirement to 20

For Thieving:
Besides the ability for F2P to pickpocket farmers, it could also include the "Porential double loot from men" benefit (requires level 11) and "Potential double loot from farmers" (requires level 20 as well as level 10 agility).

For Hunter:
It can include the ability to trap Submastyx (level 10) and Paramastyx (level 20) while Dungeoneering.
It's nice to be important, but it's more important to be nice.

Pickpocketing men yields 3GP and farmers 9GP. Not even a level 3 would find these interesting. This just seems like more crap content.

What's the point in doing that though? They're 1-hits in combat, so it just seems like a lot of effort trying to get their hides through Hunter, while in Dungeoneering combat is so terribly scaled you don't even need armour or food. Only in 5-mans it would make a difference, but those teams won't waste time making t3 armour.


I think it would be better to just leave all those skills P2P, making them F2P only overwhelms newer players while experienced players don't benefit from this in the slightest. I'd rather see the dev time being spend on making skills useful for non-Ironman and fixing F2P's economy.

Fletching became an F2P skill on 9 October 2017. Free players can train the skill to level 99.
