There's too many places to be with completing quests and switching spell books according to an alter that are placed too far from each other is a complexity to switch. Making it so that a spell book is earned when gained at the alter after completing a quest would be that there's a spell book swap with a 1 minute cool down. Only the most of veteran of players know what to do but what's the point if a new player or new comers are so confused that they need a guide but not simple enough and could be so that a player knows what to do and it goes for many things for a guide. You can make a guide on how to play but it's better if the guide is obtainable through the Jagex merch store but also easy enough to figure out the game in gameplay.
Many would argue over a Magic cape giving you 3 book swaps per day and it's too straining that you already have to put in a unsubstantial hours of gameplay to achieve. If you look at the player base not that many are maxed and walking takes long, there's no rest future for Old School RuneScape and bonds ruin gameplay being pay-to-win because it's 7.99 to trade for 8m eliminating many mechanics such as loot being picked up by monster drops. The mage Cape can give you an infinite spell book swap and a magic boost when used with a 3 minute cool down.

We have Borrowed Power in RS3 for a very long time. Plenty of players use them to swap spells on the fly, not even needed to be at a bank.
Too bad if OSRS bonds ruin gameplay and mechanics, but it doesn't mean a thing to the RS3 Future Game Update. Borrowed Powers are free to unlock from Livid Farm.
