Keep in mind, they only nerfed rituals, not Necromancy as a whole.
Partial response is that as a dev, you can't always make a change like this in a few hours. Sometimes, you need to see if it is "working as intended" vs "bug/loophole abuse". (Invention had the problem early on). Sometimes you also need to make sure that this is not just something a few players or doing or something everyone is doing.
Jagex had probably intended for everyone to use Necromancy more for combat. Not just do Rituals all the time, just do Rituals enough for whatever it was they needed to unlock. Ofc, game design and actual player intent don't always mesh.
Once everyone started doing Rituals instead of heavy combat ... devs probably realized they needed to do something.
They could have stayed silent and nerfed the XP rate by 50+% and left it at that. They didn't. They got player feedback early on. So they still cut the rate by 10-20%.
At least they didn't wait 9-12 months after release to do it. Or guess they could have and by then, most of the players would have been 120 anyways.
