Hi, I'm a new player and am not familiar with the duel arena yet, with the change coming to it will there be achievements that I will not be able to get after? One of the things that drew me to startimg the game was that it seemed even a new player technically still could complete all achievements and get Runescore over the course of time as a veteran player - will I forever be lost to some Runescore and achievements due to this world change?

In the past, when Jagex has removed content that had achievements, they've removed the RuneScore from the achievements and turned them invisible to everyone who hadn't unlocked them (see: Mobilizing Armies)

AFAIK the only achievement involving the Duel Arena is to check the scoreboard; I imagine that the scoreboard near Estocada will probably remain where it is as some sort of "tragic reminder" of what the DA was before the earthquake; if not, they'll probably turn the achievement into something else.
