is blocking access to

Bianca

outside the chapel. this is for Murder on the Border quest.
when solving the mysteries of the murder you can't talk to Bianca. because the Pete's Site is placed on top of her.

I found this by trying to progress through the Hero Pass. Meaning this Halloween event is also preventing something else that is timed.

A bunch of people have found this glitch and have reported it. Jagex will get on it quickly since this type of bug (a glitch affecting a quest) is a priority for them.

On Reddit they are saying the NPC Bianca has been moved now. So you should be able to continue.
