I have gathered 8 shards, but when I take them to Mr Mordaut to exchange them for the override token he says " You have already completed enough tasks to finish the event".
I say "I sure have"
Then he says you are no good to me and then there's no option to exchange the shards for the token.

Is it because I can't exchange the shards until the event is over, or am I doing something wrong?

You probably talked to the wrong Mordaut. I guess you went to mini Mordaut to the north of the Workshop. He is there to sell you a shard for 15 mil gp or 5k protean items.

The Mordaut you want to talk to and hand in your 8 shards is situated at the south east of the well.

I didn't know there were two Mordauts at the Fort.
It's not as if he's small either, is it?

I Need to pay more attention!

You aren't doing anything wrong as I think some players who are only interested in events and rewards probably will not notice the 2 Mordauts. I believe they are in Fort Forinthry for lore and immersion purposes that classical MMORPG players look for. I think RS3 is trying to tell us something about dragons in their future.
