Problem: SOLVED!
I just finished the new miniquest to unlock the Raptor as a slayer master. He gave me a special assignment of "cull the area of the undead around the fort."
However, none of the monsters north of the fort give slayer exp for this assignment. The monsters in the crypt north of the fort are too high of a slayer level to damage.
In addition, my slayer gem and helm say my slayer assignment is cave crawlers--even though it doesn't specify a quantity...because I have already complete cave crawlers assignment prior to the raptor.
Asking for a new assignment from any master including the raptor says I must complete my current special assignment.
I am effectively prevented from training slayer now. Anyone have any tips?
EDIT: I have found through game settings the slayer counter, and I have enabled it. With enabled I can see that killing the monsters north of the fort does lower the kills remaining...although it does not update on my enchanted gem nor the slayer full helm...
I will now finish the assignment to see if it will relieve me of this strange situation.

Conclusion:
I was able to complete the special assignment. Slayer exp was rewarded after finishing. Slayer full helm did not prove to be advantageous during assignment.
Please keep thread open for others who might be confused in a similar situation after the unwelcome guest miniquest update...I also reported the bug prior to solving it through the ingame function; I am hoping the game developers can read this thread and act accordingly if need be.
