According to the wiki, the cosmetic items are unlocked automatically when you first win them, and you get a token for additional wins.

Those tokens will be available for trade on the GE AFTER the promo ends.

It seems obvious, the reason is to encourage further purchases throughout the promo, and not just have it front-loaded as the tradeable market is exhausted.

I'm mostly posting here to raise awareness, so everyone can see what they are dealing with.

Definitely disappointing, I wanted to buy the tokens off ge but they aren't available until later this month. And of course the hat token is rarer to force players to spend more gp to complete the herald set. Went to w2 and current street price for these tokens is unreasonable so I'll wait until they're in ge to see if I can get the whole set for a affordable price. 6 more days of spending all my oddment keys and daily keys on this promo, let's see if my personal bad luck with th promos can get me all the tokens. Jagex really does want players to buy more keys to hoard tokens from this promo until they're tradeable on the 23.
