Do the buffs start when you receive your last shard or when you make the cape?

They start when you create the cape, you also get 3 keepsake keys upon creation too.

This from the wiki:
"These buffs start from the creation of the cape, not on receiving the 8th shard, and are active for 28 days. Both effects can be toggled individually by talking to the Wise Old Man in the Grand Exchange. Toggling off the effect does not pause the 28-day timer. The timer will also continue to run while logged out."
