Can't finish Ft Forinthy Quest

I had finished all the wall building but can't talk to Bill to complete the quest. Check all the requirements without many hints about what when wrong... any suggestions?

On a side note, in my quest log, the "No Requirement" tab is CROSSED OUT while the rest are all ticked.

The "current" highlighted task is the "South-West" wall which is locked.

The other locked tasks included NW wall, NE wall, SE wall, S wall section 1, and S wall section 2. All requirements are checked, except "QUEST - No requirement" is crossed out!

Thanks everyone for the suggestions. I finally figured out the tasks completed are labelled incorrectly. Redo each building from Tier 1 to 3... job is done! Thanks again!!

No need to redo everything from T1 to T3. You can just look at the benefits of each building and see which one is not at T3. Just complete the one which isn't maxed at T3.

You can also go to the blueprint table and see what blueprints you have unlocked. Since you have to complete a newly unlocked blueprint before you move to construct the next item, it should give you the idea what buildings you have already completed at what tiers.
