Starting today I am getting this pop-up repeatedly even though I already login using the launcher. It appears upon entering a game world, and seems to have a timer of about 5 minutes before it resets and appears again.
This same exact behavior was described in a reddit post yesterday and "JagexPug Mod Pug" had a reply that I will quote below. I am posting to spread awareness. It seems possible their attempts at fixing it may have caused it to spread to other users. No idea.

No. I only saw it once at login. It didn't come back any more afterward after I closed it.
So, this issue has either been fixed or greatly improved with the update. After the first session I did get a repeat after 5 minutes in the lobby. But now 2 in a row I got no pop-up when restarting the client.
There was a chance I missed the 5 minute mark in that first restart so I waited 10 minutes after completely restarting the computer. NO pop-up. My final test is to sit in the lobby 5 minutes again to see if it returns.
Edit: that was more than 5 minutes. No pop-up. Yay!

I think you answered your own question with your post just above this one:

No need to restart your computer, but like more client server apps, we just need to bounce the client for an server side updates to take effect. Perhaps that's why you had this problem while apparently not many have.
