Tier 3 Fort, can't build Grove

I have gone back and forth talk with Bill and Oak, and it keeps telling my I haven't completed the quest and spoken to new visitors. Bill says the new plan are ready but I can't get to it, and I tell Oak I haven't built anything yet, but will return.

Under the Misc tab, the Eastern side gate plans says I need Grove Tier 1. Kinda going in a loop.....

Am I missing something?

I have the same problem, only on Tier 1. I have completed the Previous quests, all built to T3. When I ask for the status, it verifies that. I have made the plans from the blueprint, and the status says my current tier is T1 Grove. But I can get no building spots.

From the look of the forum, it's a pretty widespread problem.

Unable to build cabin or wall. Completed Unwelcome Guests. Talked to Bill, Oak and still the blueprint tab shows Unwelcome Guest not complete. I completed it the day it was released. Any ideas out there?

Did you try what the post just above yours suggested?

Logs and Stone Wall Segments needed for East Wall Blueprint"


If you have and Oak will then eventually disappear and move to the Grove. You won't be able to talk to him again outside the Chapel. In that case if you still see her, as in the case of all content involving conversations with the NPCs since 2001, make sure you complete all the dialogues before go to the next NPC. :)
