Looks like the Hero Satchel contains every reward previously obtained from Daily Challenges, except for Deathtouched Darts.

Is this an intentional 'nerf', or was it just overlooked?

DTD aren't guaranteed rewards from the "Daily" Challenge system. IIRC, we got like 1 DTD from the Weekly Challenge every month only and we didn't get DTD from the last 2 weeks.

We may or may not have DTD from Hero Pass later, but either way DTD can be bought from Deep Sea Fishing Travelling Merchant Ship for only 5 mil gp, many players may actually find the small "nerf" of DTD (assuming we won't see them on Hero Pass at all) more than getting buffed with cosmetics and extra xp. So it is more a rebalance of unbuyable rewards in the expense of DTD we can buy with gp frequently that benefit more players.
