Where does it say in the information (when you click (i) ) how long you have to skill or other activities for before you get the +4 hero pts

"Hero points are obtained over time by simply playing the game" - Very helpful Jagex. Could you be a little more helpful? Is it every minute, random 40 seconds? Or is the vagueness intentional to be obtuse.
