Necro issue related to Ability

Hello All,

I am posting this here because I have tried Google Searching to No Avail. I have the following abilities on my Hotbar:
Necromancy
Touch of Death
Death Skulls
Blood Siphon
Reflect
Bloat
Resonance
Finger of Death
Conjure Skeleton Warrior
Conjure Putrid Zombie
Conjure Vengeful Ghost


Frequently during Necro Combat I just stand there starring at my target getting a notification saying "This Ability Requires additional payment." I have Ectoplasm in my inventory, so its not that. But I just get spammed with that notification, and I don't always attack. Anyone have any suggestions?

I am trying this on the training dummies. This will happen if you have activated the bone shield ability but don't have runes in your inventory to cast it. When the reflect ability comes into the rotation there is a pause and the chat message appears.

Every time reflect is used with the bone shield ability it requires runes.

Edit: same for Resonance.
