It makes perfect sense to games like RS3 that have some content designed for solo players, and some for multiplayers. Diversity is very typical concept especially for MMO aimed for different kinds of players to co-exist.
For instance, in WoW there are single player path dungeons, elite dungeons and raids. Elite Dungeons are designed with grouping in mind, so although solo players can complete Elite Dungeons they likely have to be do it at higher level. Raids are absolutely meant for groups.
RS3 also have different kinds of boss encounters. Some bosses are designed for solo while some are designed for groups. For instance, KBD doesn't scale with size of the group, so if you bring 10 friends it will go down in seconds.
