been reading the various commentary about logging in/codes/etc.

I have not upgraded to a Jagex account.

I play on my laptop.

I don't own a smartphone.

(okay, stop laughing.)

Am I going to be able to comply with the mandatory upgrade?

Yes, you will be able to comply with an upgrade to a Jagex Account.

Smartphone ownership is not necessary.
Authenticator can be set up directly on your laptop or onto a USB stick (there is a workaround when setting up if you can't use a QR code).

Until you set up Auth, Jagex will email you a code each time you log in.
