You are asking the wrong question! The ToCs (link at the bottom of this page) say Jagex can ban an account if it appears to be breaking the rules. See section 11 where it says:

Our Terms or any Jagex Product rules (including the Game Rules) - have or may have been breached or will be breached (my underlining)
You should be asking whether what you are planning appears to be cheating, and holding down a key and using the keyboard auto repeat for hours at a time most certainly does, and risks a ban.
