I am currently a level 3 skiller.. not sure if to train combat or not.
I have a lot of non-combat skills at 60 which is a good base to start off combat etc.

Level 3 skillers are fun but there's only so much you can do. Cor blimey mate, what are ye doing in me pockets!?

Depends what you want to do in the game, there are a lot of things to do having combat abilities.

I was in a similar situation on OldSchool and lasted a few years, but started to want to do some of the newer OS specific content and not have to worry about easily dying....so I started advancing my profile on there (especially not having restricted skills on the main RS, just so used to it).

If you feel too restricted and really want to do more without advancing a second account (or paying for double membership), then un-skilerfying might be the best option for maximum game enjoyment for you. Can I turn in a paper without citing all sources?

I am a maxed skiller (Almost full 4b XP) and I only am a skiller because I hate combat and quests. It seems like you being a skiller might hold you back from training skills that you enjoy and exploring more of the content in game. Since your account does look to be new, I would say you could level up combat on this account and just create a new skiller to afk train while training combat on you main?
