A simple suggestion which may or may not work.

Can these forums be moved to and looked after by the RSWiki team?

Jagex do host the RSWiki but do not run it. So why not offer forums to RSWiki team to run and look after them.

A lot of forum sections can be removed and just have one or two feedback forums.

Trading forums can stay. Clan forums and clan recruitment would benefit as well.

Players will still need Account support and Payment support and tech support.

Jagex wont need to spend time looking after the forums.

I'm sure many people would volunteer moderating the forums. Maybe some of the current forum mods may volunteer to help moderate the forums.

Not everyone uses Reddit, twitter or other social media sites.

Sure there will be a small community to use the forums on RSWiki. But its worth considering to keep them going. Especially for clans.

The RSOF is built using an in-house language that hasn't been used by Jagex for years now. It wouldn't really be viable to pass it onto anyone. YtHaar-Mej explains it better:

This forum is built on webscript, a dying in-house language that Jagex hasnt supported since 2013 as they transitioned to freemarker java templating, and now to modern full stack services.

This system's time was limited after they stopped supporting it and being able to fix stuff, or add new features, easily.

I don't have any social media apps. I have always been annoyed about Jagex using those platforms for RS info. The info should be in the RS place, not on Twitter, Reddit and so on.

I use forum often. Like for penguin hunt info, and those places you mention in your post.

It will be awful that the whole forum will be shut down.

Please, please listen

Jagex could launch a build of the very popular and widely used modern forum system "Discourse". Its designed to be able to work with the OAuth and SSO platform Jagex is making for the new website and systems.

Its built on a code stack that's usable on the new services that they're moving to, and has a wide variety of the features that players have been wanting and not been able to integrate into these systems.

Quite a few companies have been migrating to this platform. And its ability to notify users of different posts, styling, api based to not have to reload pages, and ease of use on mobile devices, is what makes it very popular.

----

Some companies have also kept their forums around as a community hub. They have their feedback channels elsewhere, but leave it around for socialization and support for users that don't use offsite channels. So for RS: couple general chat forums, support, market place, and clan recruitment.

There are a number of options that could be done other than the black and white "leave the old and halt website changes a bit, or scrap with no replacement".
Can I turn in a paper without citing all sources?

The RS Wiki is brilliant and has some discussion sections e.g. the Yew Grove.

These are generaly focused on Wiki editing/maintenance, as you would expect.

A more general forums sections could be fun, although bit different to the Wiki's current purpose. May be similar to a RS fansite forum.

Wikis and forums are very different things. Since plenty of RS fansites already exist and we can go there if we prefer for forum discussions in the absence of the RSOF, literally they serve the purpose of RSOF-ish discussion already.

True, I think it's different to the RS Wiki's purpose.

I think the OP suggested using Wiki, given its 'legitimacy' perhaps and as it's already linked in-game (Wiki button) etc.

If users want to go to forums, the chance is they won't go search up wikis just for information. Wikis and forums serve very different purposes.

While the operator of a wiki can also run a forum service, practically they will be running two very different services, and they are not any different than just another RS fansite. Fansites don't "look after" any of the official RS services, and they can't make anybody to due to natural selection anyway, just like while the RSOF exist nobody is compelled to use the RSOF and not the forums of other RS fansites.

Interesting idea.

Ease of access would certainly be an advantage, since the RS Wiki is officially part of RS - unlike third-party fansites, where a whole new set of credentials would have to be established. After all, you would never want to log into a fansite using your RS account's user/pass. That is how players get "hacked".

I would want to see just how this would work before opting to try it out, but I could at least support the concept in theory.
I've been putting out fire with gasoline! ^_^
